When Fidel Castro announced in 1994 that his government would make no effort to stop boats carrying refugees from leaving Cuba, tens of thousands of Cubans set sail in small, often unseaworthy crafts. The film follows the fortunes of seven individuals from their departure through their internment at Guantánamo Bay to their subsequent lives in the U.S.
