Born in Samuel Feinberg New York City. A former club and radio pianist, he wrote scores and songs for many films from the beginning of the sound era into the late 1970s, often with Paul Francis Webster as lyricist.

Songwriting credits include "April Love," "By a Waterfall," "Certain Smile," "Dear Hearts and Gentle People," "Easy to Love," "Having a Good Time, Wish You Were Here," "I'll Be Seeing You," "Let a Smile Be Your Umbrella," "Love Is a Many-Splendored Thing" (most recently used in MOULIN ROUGE!, 2001), "Nothing at All," "Second Star to the Right," "Secret Love," "Strange Are the Ways of Love," "Tender Is the Night," "That Old Feeling," "Wagon Train," "Wedding Bells Are Breaking Up That Old Gang of Mine," "When I Take My Sugar to Tea" and "You Brought a New Kind of Love."

In 1971 he was voted in the Songwriters' Hall of Fame and served on the board of directors of ASCAP from 1979 until his death in California in 1989.
