Born in New Haven, CT. He entered films at the age of 16 and worked his way up from clapper boy and camera assistant to a highly respected lighting cameraman of both silent and sound Hollywood films, mainly for Paramount and Fox. He worked solely in motion pictures from 1926 until his death in 1964. Highlights in his career include his first film, Sam Wood's FASCINATING YOUTH at Paramount (1926), THE VAGABOND LOVER (1929), NO MAN OF HER OWN (1932), THE BIG BROADCAST OF 1936 (1935), VALIANT IS THE WORD FOR CARRIE (1936), THE FARMER'S DAUGHTER (1940), I WANTED WINGS and HOLD BACK THE DAWN (both 1941), THE MAJOR AND THE MINOR (1942), DEAD RECKONING (1947), THE SNAKE PIT (1948), MY FRIEND IRMA and THE HEIRESS (both 1949), THE DAY THE EARTH STOOD STILL (1951), THE PRESIDENT'S LADY (1953), THE CONQUEROR and LOVE ME TENDER (both 1956), THE SUN ALSO RISES (1957), SAY ONE FOR ME and JOURNEY TO THE CENTER OF THE EARTH (both 1959), FROM THE TERRACE (1960), FOLLOW THAT DREAM (1962), and his last film, A VERY SPECIAL FAVOR (released in 1965).
Tover was married to and divorced from former "Our Gang" actress Mary Komman.
