Started out in the 1930s as an assistant producer in features. Moved into animated shorts in 1950. When Paul Terry sold Terrytoons to CBS in 1955, Weiss, who had been Terry's long-time business manager, took over as Terrytoons president and executive producer, and in 1958 assumed creative control of the company by firing Gene Deitsch. He remained in that position when CBS transferred the company to Viacom. Weiss was responsible for producing almost 200 Terrytoons until his retirement in 1970, when Viacom closed Terrytoons down.
