Born in Salem, MA. Started in Hollywood as a music arranger and orchestrator at Warner Bros. in 1937 (VARSITY SHOW). He remained at Warners as an orchestrator, conductor and music arranger until the mid-1960s. Sometimes working uncredited, his arranging and conducting credits include GARDEN OF THE MOON and GOING PLACES (both 1938), IT ALL CAME TRUE (1940), ALL THROUGH THE NIGHT (1941), ALWAYS IN MY HEART and SECRET ENEMIES (both 1942), SHINE ON HARVEST MOON (1944), CINDERELLA JONES (1946), APACHE ROSE (1947), THE CROOKED WAY, LOOK FOR THE SILVER LINING and THE JAMES BROTHERS OF MISSOURI (all 1949), THE DAUGHTER OF ROSIE O'GRADY and THE WEST POINT STORY (both 1950), LULLABY OF BROADWAY and PAINTING THE CLOUDS WITH SUNSHINE (both 1952), ABOUT FACE (1952), and GYPSY (1962).
As a composer, his film credits include WATERFRONT and EVERYBODY'S HOBBY (both 1939), THREE SONS OF GUNS (1941), MAKE YOUR OWN BED and JANIE (both 1944), GLORY (1956), THE COUCH and THE CHAPMAN REPORT (both 1962), MARY, MARY and PALM SPRINGS WEEKEND (both 1963), THE INCREDIBLE MR. LIMPET (1964), and QUACKER TRACKER (1967). Perkins also composed music for television from 1958: "Lawman", "Bourbon Street Beat", "Surfside 6", "The Roaring 20's", and "Hawaiian Eye".
