Born in Portland, OR; educated at the California Institute of the Arts (Character Animation Program). Animator and animation supervisor at Disney who entered American film as an assistant on STARCHASER: THE LEGEND OF ORIN (1985). His animation credits include TECHNOLOGICAL THREAT (1988), THE LITTLE MERMAID (1989), THE LION KING (1994). He supervised the animation of the character "Nessus" in HERCULES (1997), as well as MIGHTY JOE YOUNG (1998), INSPECTOR GADGET (1999), SOLARIS (2002, cgi animation), X2, and GARFIELD and FAT ALBERT (both 2004).

Bailey directed animation for GARFIELD: A TAIL OF TWO KITTIES (2006) and ALVIN AND THE CHIPMUNKS (2007). His producing credits include RUNAWAY BRAIN (1995), IT'S TOUGH TO BE A BUG (both 1999), "Clerks" (2000, TV series), MAJOR DAMAGE (2001) and "Kim Possible" (2002, TV series). Other work for Disney includes "Small World Post Show" (Paris Disneyland, 1992), HOCUS POCUS (1993), THE LION KING (1994) and THE RESCUERS DOWN UNDER (1990).
