Born in Portsmouth, Hampshire, England. Production executive who entered British film as a production coordinator for DROWNING BY NUMBERS (1988). Producing credits include HEAR MY SONG (1991), THE YOUNG AMERICANS (1993), MOONLIGHT AND VALENTINO (1995), ROSEANNA'S GRAVE (1997), ELIZABETH (1998), BAIT (1999), RAT (2000), HAPPY NOW (2001), SYLVIA (2003), SHAUN OF THE DEAD (2004, exec. prod.), PROOF (2005), LOVE AND OTHER DISASTERS (2006, co-prod.), BRICK LANE (2007), and THE OTHER BOLEYN GIRL and RACHEL'S HOLIDAY (announced) (both 2008).

Owen was married to actor Keith Allen (b. 1963) from 1982 to 1989. Their daughter (b. 1985) is pop singer Lily Allen.
