Born in New York City. Costume designer who entered American film with BAIL JUMPER (1990). Subsequent design credits include PYRATES (1991), THE CROW (1994), TANK GIRL (1995), THE PEOPLE vs. LARRY FLYNT (1996), GOING ALL THE WAY and BEST MEN (both 1997), THE REPLACEMENT KILLERS (1998), THE MOD SQUAD and GIRL, INTERRUPTED (both 1999), HEDWIG AND THE ANGRY INCH and STAR (both 2001), ONE HOUR PHOTO and SWEPT AWAY (both 2002), IDENTITY (2003), WALK THE LINE (2005), and 3:10 TO YUMA (2007).
Aside from being a well respected costume designer for films, Phillips is also Madonna's personal stylist and styled her last world tour. She was also Courtney Love's stylist.
